HPN Pickup Rules: 11 Licensed Cabs and No Published Uber Zone

Who is allowed to pick you up at Westchester County Airport

Uber and Lyft have no pickup zone published by Westchester County Airport, checked August 2026. The eleven taxi companies the airport does name are all licensed by the Westchester County Taxi and Limousine Commission, and trips with them are prearranged by phone. Cruising and hailing are barred at the terminal.

HPN pickup: 11 licensed cabs, no published Uber zone | WestchesterRide
  • Someone is driving in to collect you: the enclosed garage across from the main terminal bills $4.38 per half hour, the rate Westchester County Airport publishes, checked August 2026.
  • You want a cab: phone one of the eleven licensed companies before you land. Cruising for passengers and hailing an unoccupied taxi are both barred at the airport.
  • You are opening a rideshare app: the airport publishes no meeting point for it and points instead to signage inside the main terminal.
  • Cheapest way out: Bee-Line route 12 at $2.75 per ride, MetroCard or exact change required, from the island in front of the main terminal.
  • Avoid: a driver sitting in a parked car at the terminal curb. Standing vehicles will be ticketed and unattended vehicles promptly towed, per Westchester County Airport.

The five ways out of the terminal differ less in price than in whether anyone publishes that price at all.

Why no cab will be idling at the HPN curb when you land

Westchester County Airport forbids the two behaviors that produce a taxi rank. Its Taxi and Limousine Service page states that taxi cruising for passengers and the hailing of unoccupied taxis are not permitted at the airport, and that taxi trips should be prearranged by contacting the taxi company directly, checked August 2026.

A traveler who walks out of the main terminal with no call placed therefore has nothing to flag down. The habit that works at a large field, where a queue of cabs forms because cabs are permitted to queue, produces an empty sidewalk at HPN. The fix costs one phone call, and it has to happen before the flight lands rather than after.

Drop-off runs on a looser rule than pickup, and the asymmetry is worth reading closely. All taxis, limousines, car services and other transportation vendors authorized to operate in Westchester County or any of its municipalities are welcome to drop off passengers at the main terminal, the airport publishes. Arriving passengers, by contrast, may arrange transportation only with a company licensed by the Westchester County Taxi and Limousine Commission or licensed in Harrison, North Castle, Rye Brook or White Plains. Anyone may bring you here. Fewer may take you away.

Whether HPN is the right field to fly from in the first place is a separate question, worked through in the Westchester County Airport departure guide and in the comparison of airports serving Westchester County. What follows here starts at the moment the wheels touch down.

What Westchester County Airport publishes about Uber and Lyft

Nothing. The words Uber, Lyft, rideshare and cell phone lot appear zero times across the five pages Westchester County Airport keeps under Ground Transportation, which are Overview, Parking Areas, Car Rental, Taxi and Limo Service and Public Transit, all read in August 2026. The eleven taxi firms get names and phone numbers. The apps most arriving passengers actually open get no line at all.

That silence is not the same as a ban, and it should not be read as one. Rideshare drivers fall inside the broad category the airport does address, since transportation vendors authorized to operate in Westchester County or any of its municipalities may serve the main terminal. What the airport declines to publish is the specific thing a passenger needs at 11pm with a bag in each hand, which is the door to stand outside.

One sentence on the taxi page explains where that information lives. Additional transportation options are posted by signage in the main terminal, Westchester County Airport writes. The airport is telling readers, in its own words, that its website is not the complete directory and that the rest is printed on the wall inside. For a rideshare pickup at HPN, the terminal signs outrank anything found online, including this page.

The one published rule that does govern the car coming to get you concerns the curb. Curb space in front of the main terminal is limited, the airport states, and any vehicles not picking up or dropping off passengers are not permitted to loiter or idle. Enforcement of this policy is very strict, it adds, and standing vehicles will be ticketed while unattended vehicles will be promptly towed away. A driver who arrives before the passenger does is, by the airport’s own definition, not picking up.

What $4.38 buys the person driving in to collect you

The enclosed garage sits directly across from the main terminal, and Westchester County Airport publishes its meter at $4.38 per half hour, $8.76 per hour and a maximum of $36.47 per calendar day, with the calendar day beginning when the ticket is pulled, checked August 2026. Those figures turn an enforcement risk into a line item.

Run the arithmetic against a real arrival. Meeting a passenger who clears the terminal in 30 minutes costs $4.38. An hour costs $8.76. A flight running two hours late costs $17.52 at the published hourly rate, which is less than half the daily cap. Eight half hours, or four hours of waiting, come to $35.04, and the ninth would push past the $36.47 ceiling, so the maximum starts protecting the driver at roughly the four-hour mark.

Set that beside the alternative and the comparison resolves cleanly. Circling the loop road or sitting at the curb carries no published price, only a ticket and a tow the airport describes as strictly enforced. Parking carries a published price of $4.38 for the first half hour. At HPN the only pickup cost anyone actually quotes in dollars is the cost of parking the car and walking in, which is the single most useful thing to know about being met here.

Longer stays follow a different rate card, since the daily maximum and the separate long-term lot three-quarters of a mile down the access road change the maths entirely. The full Westchester County Airport rate card and its two issuers covers the disagreement over which figures are current, and the week-long comparison sits in HPN garage against long-term lot over seven days.

The eleven companies HPN names and the four towns behind the rest

Westchester County Airport lists eleven companies as licensed by the Westchester County Taxi and Limousine Commission and actively servicing the airport, with a phone number for each, checked August 2026. The roster is the airport’s own, not a directory assembled from elsewhere.

Company listed by Westchester County AirportPhone number the airport publishes, checked August 2026
Access Transportation(347) 751-4005
Arrow Taxi(914) 644-8811
Benedict Car(914) 924-5074
Green Team Transportation(914) 576-1200
HPN Executives(914) 948-8539
K&A Mutual Associates(212) 666-6666
Metro Taxi(914) 397-1000
Mexico Car Service(914) 968-6666
Rudy’s Executive Transportation(800) 243-7939
Safe Ride(914) 730-2333
Safety Ride(718) 715-9410

Eleven is a floor rather than a ceiling, and the wording matters. Arriving passengers may arrange transportation with any company licensed by the county commission or any taxi service licensed in Harrison, North Castle, Rye Brook or White Plains, the airport writes. Those four municipalities are the practical extension of the list, and they are the right question to ask a firm that does not appear on it. A company licensed in White Plains is eligible to collect you at HPN whether or not the airport prints its number.

Four of the eleven do not use a (914) prefix. Access Transportation lists (347), K&A Mutual Associates lists (212), Safety Ride lists (718), and Rudy’s Executive Transportation runs on a toll-free (800) line. The remaining seven use (914) numbers. County licensing rather than a local phone prefix is the qualifying test, which is why a firm answering an out-of-area number is no less eligible to collect you at the main terminal.

Which way out of HPN wins, arrival by arrival

Four common arrivals produce four different winners, and none of them is a coin toss. The deciding variable is almost never comfort. It is whether a published price exists for the option under consideration.

Travelling light toward downtown White Plains. Bee-Line route 12 wins on fare, and it is not close. The fare Westchester County Airport publishes is $2.75 per ride, with MetroCard or exact change required, from the stop on the island in front of the main terminal, and the same route serves Purchase College and Manhattanville College. One ride costs less than a single half hour of the $4.38 garage meter. The catch is the far end. Passengers are delivered to the TransCenter rather than to a doorstep, and the airport publishes a hotline at (914) 813-7777 rather than a timetable. Anyone continuing south by rail will find the connection covered in the Bee-Line bus network guide for Westchester.

Family with checked bags, met by a relative. The garage wins, on the criterion of certainty. Paying $4.38 for the first half hour converts a strictly enforced curb rule into a fixed and trivial cost, and it lets the driver stand at the bag belt instead of watching a mirror. Ninety minutes billed as three half hours at the published rate comes to $13.14, and even a two-hour wait at $17.52 stays well under the $36.47 daily maximum. The nuance is that the relative has to accept walking in, which some will resist until they read what happens to standing vehicles.

Late arrival with nobody available to drive. A prearranged taxi wins by default, because the airport has closed the alternative. Cruising and hailing are barred, so the cab has to be booked ahead from the eleven-company roster or from a firm licensed in one of the four named towns. The nuance is uncomfortable and should be said plainly. No fare is published by either the airport or the commission, so the quote agreed on the phone is the only figure that exists.

Heading straight into Manhattan. The decision moves off this page entirely, because the choice between a car service, a train from White Plains and a drive turns on the destination borough rather than on the terminal exit. The trade-offs sit in the HPN to Manhattan transportation comparison, and the short hop that starts most rail itineraries is covered in White Plains to HPN transportation.

Seven things to settle before the wheels touch down

  • Agree the cab fare on the phone. Neither Westchester County Airport nor the Westchester County Taxi and Limousine Commission published a taxi tariff for HPN in August 2026, so the quoted number is the only number.
  • Ask an unlisted firm which town licenses it. Harrison, North Castle, Rye Brook and White Plains are the four the airport accepts alongside county licensing.
  • Store the parking line before you fly. Published by Westchester County Airport for parking questions, (914) 946-0843 is the number to call about the garage rather than about a flight.
  • Tell whoever is collecting you that the garage sits directly across from the main terminal and bills $4.38 per half hour and $8.76 per hour, so a 30 minute wait is priced before they leave home.
  • Carry exact change or a MetroCard for Bee-Line route 12. The airport publishes $2.75 per ride and a hotline at (914) 813-7777, and the fare box takes neither a card nor a bill.
  • Read the signs in the arrivals area. Additional transportation options are posted by signage in the main terminal, Westchester County Airport states, which makes the terminal wall the authoritative source for anything the website omits.
  • Use the building. The main terminal is open 24 hours a day, 7 days a week, per Westchester County Airport, so an early driver can wait indoors instead of circling the access road.

Where an HPN pickup goes wrong

Five failure modes account for most of the trouble at Westchester County Airport, and four of them come from importing a habit formed at a bigger field.

Treating the curb as a waiting room. The published consequence is not a warning. Standing vehicles will be ticketed and unattended vehicles will be promptly towed away, the airport writes, and it describes enforcement of the policy as very strict. Half an hour in the garage costs $4.38, an hour costs $8.76, and either figure removes the exposure completely.

Expecting a taxi rank outside arrivals. There is no rank, because cruising and hailing are both prohibited at the airport. The call has to be placed before landing, not after clearing the terminal doors.

Searching the airport website for the rideshare pickup point. It is not published on any of the five Ground Transportation pages, checked August 2026. The airport routes that question to terminal signage, so the answer is found on arrival rather than in advance.

Counting on a late bus. Daily service is how route 12 is described by Westchester County Airport, which publishes the $2.75 fare and the Bee-Line Hotline at (914) 813-7777 but no first or last departure on its Public Transit page. A passenger landing at 11pm should confirm by phone rather than assume the stop on the island is still being served.

Assuming a fare from another airport. No flag drop, per mile rate or zone fare for HPN appears in anything the airport or the county commission publishes, so a figure carried over from a different city is a guess wearing the clothes of a quote.

Travelers arriving the night before an early departure sometimes sidestep the whole question by parking at a property that runs its own van, and the published shuttle hours vary sharply between them. Those are compared in the roundup of hotels near Westchester County Airport with airport shuttles.

Editorial note: prices, schedules, and policies on this page were checked against the official sources named in the text in August 2026. Venues, airports, and transit agencies change them without notice; confirm with the operator before you travel. Westchester Ride does not sell tickets or parking and does not accept payment to rank any operator.

Questions travelers ask about being picked up at HPN

Six recurring questions, answered against what Westchester County Airport published in August 2026 and against the $4.38 per half hour and $36.47 per day its garage charges.

Where does Uber pick up at Westchester County Airport?

Westchester County Airport publishes no designated Uber or Lyft pickup zone on any of its Ground Transportation pages, checked August 2026. Signage in the main terminal carries additional transportation options, the airport states, so the meeting point is shown on site rather than online. Follow the app and the terminal signs.

Can you hail a taxi at HPN?

No. Westchester County Airport states that taxi cruising for passengers and the hailing of unoccupied taxis are not permitted at the airport, checked August 2026. Trips should be prearranged by contacting the taxi company directly. Eleven licensed companies appear on the airport roster with phone numbers, among them Arrow Taxi at (914) 644-8811.

Is there a cell phone lot at Westchester County Airport?

Westchester County Airport publishes no cell phone lot location, time limit or price on any of its five Ground Transportation pages, checked August 2026. Its curb rule is the published constraint that matters. Vehicles not actively picking up or dropping off may not loiter or idle, and standing vehicles will be ticketed.

How much does it cost to park and meet someone at HPN?

The enclosed garage across from the main terminal bills $4.38 per half hour and $8.76 per hour, the rates Westchester County Airport publishes, checked August 2026. A 30-minute collection costs $4.38 and a two-hour wait for a delayed flight costs $17.52, below the $36.47 daily maximum.

How much is a taxi from Westchester County Airport?

Neither Westchester County Airport nor the Westchester County Taxi and Limousine Commission publishes a taxi tariff for HPN, checked August 2026. No flag drop, per mile rate or zone fare exists in either issuer’s published material. Agree the price on the phone when you prearrange the trip, as the airport requires.

What is the cheapest way to leave Westchester County Airport?

Bee-Line route 12 at $2.75 per ride, the fare Westchester County Airport publishes, checked August 2026. MetroCard or exact change is required and the stop sits on the island in front of the main terminal. The route serves the White Plains TransCenter, Purchase College and Manhattanville College.

An airport that prints eleven phone numbers for cabs and nothing for the two apps most of its passengers already have on the home screen has made a choice about where information lives. It put the taxi directory online and left the rideshare answer on a sign inside the building. The practical response is to arrive knowing the $4.38 half hour exists, because it is the only pickup number at HPN that anyone has committed to print.
